What is the absolute earliest age to give away a kitten? I have 8 kittens that are 6 weeks old. Is it too soon for them to be adopted?

My 13-week-old kitten's whiskers that are closest to the front of his face are thick, white and very short, almost as if he had them cut off, but he didn't. Will they grow out? Will they affect his balance and/or ability to maintain head control? While he eats well and plays energetically, sometimes when sitting still he seems to bob his head like a newborn.
