Mentor Q & A

One of my three cats, Dat, doesn't seem very bright. He is incredibly affectionate, and tries to make friends with everyone and everything. When strange cats or dogs growl at him, he rolls over and shows his belly. When strangers come in the house, he jumps on them like a dog. He can't get enough attention (even negative attention). He's been like this since he was a small kitten (almost 7 now). Is it possible that he is mentally not all there? He doesn't seem to understand any negative information.
