Litter Box Habits and Problems: Toilet training

I have researched toilet training of cats and am in the process of doing it with my 7-month-old (neutered) male kitten. He adjusted very well to using a bowl inside of the toilet with gradually decreasing amounts of litter. My problem is that when we reach the no litter stage, he starts eliminating in other places in my house. My research says that he should adjust to the no-litter bowl and adding tiny amounts of water until he is just using the bowl with water and eventually you remove the bowl. We can't seem to get the water stage at all; do you have any experience with this.

I have heard that it is possible to train cats to actually use the water closet...how is this accomplished? Do I have to buy a special "kitty seat?"
