Why does my kitten chase its tail?

I had always thought that tail swishing from a cat was a sign of aggression or that they are upset, like a warning. However, my male 9-month-old kitten was cuddling with me today and purring was almost asleep in fact in my arms. He was swishing his tail back and forth though at the same time, almost wagging it like a dog; did this mean he was happy? He seemed very content. Can they also do this as a sign of happiness?
