How may weeks before I can start training my new kittens to use the litter box?

Is there anything I can do to get my kitten to cover his waste in his litter box? The smell is terrible.

My kitten digs and digs for long periods of time in the litter box and then doesn't even use it in the end of this little digging time period. I keep the litter clean so I know that can't be the problem.

I have a 12-week-old kitten and an 8-week-old one. The 8-week-old kitten will not use her little box if the older one does. Why is this? I have two separate litter boxes but my 12-week-old kitten uses them both.

I have researched toilet training of cats and am in the process of doing it with my 7-month-old (neutered) male kitten. He adjusted very well to using a bowl inside of the toilet with gradually decreasing amounts of litter. My problem is that when we reach the no litter stage, he starts eliminating in other places in my house. My research says that he should adjust to the no-litter bowl and adding tiny amounts of water until he is just using the bowl with water and eventually you remove the bowl. We can't seem to get the water stage at all; do you have any experience with this.
